[Oberon] Project Oberon Sources part of RISC.img?

Dear all,

Why are the "Project Oberon"-Sources  (*.Mod-Files, like compiler etc) 
not part of the "RISC.img"?
I would think it makes it easier to add, recompile, test parts of the 
system?
