I have an Oberon System running on Arty (Xilinx-Artix-7).

In my opinion, the potential market niche for OberonSystem is embedded; 
so, in this scenario yes, Arty is a good platform for experimenting. The 
Xilinx Artix-7 35T have resources for RISC5 and additional hardware.
