[Oberon] oberon command sysntax

Three best practices:
- study at the source of "mod.command" :-)
- Look if there is a "mod.Tool" that lists all commands and their
parameters.
- Look at the source of "mod". Sometimes there are examples how to use "mod"
at the end of the source file.
