There is no such thing as an illegal or unallowed user action in the
Oberon System. It is a simple single-user workstation operating system
with unlimited trust in its user and programs. There isn't even a
distinction between operating system and application code. Any module
can perform any action and access any data it wants to. That's the way
it was designed.
