[Oberon] Revised Oberon-2 available on FPGA Oberon

Oberon-2 style type-bound procedures and a dynamic heap allocation
procedure NEW for fixed-length and open arrays are now available for
FPGA Oberon under EO, as a proof-of-concept. And input is welcome.

The enhanced compiler implements a superset of Oberon-07.
