[Oberon] Standalone BootLoader format

Hi Joerg,

Tomas has already given the setup - investigating the Compiler 
Construction compiler on RISC5 on the FPGA with a serial bootloader and 
his own program to create the serial bootfile.

I was just checking some details.  Please correct me if I'm wrong Tomas.
