[Oberon] Cleaning up low level modules (a pipe dream)

You‘re right ASCII.Mod is a valid place.
As Input.Mod is part of the outer core and hence is already in memory anyhow, I didn‘t want to create a new file. But most probably, I extend the outer core by the ASCII module.
