[Scion] SCION endhost app for Android (Beta)

Hi Siddharth

thanks for reaching out and thanks for your interest in the SCION 
Android app. The minimal version required is Android 9 (API level 28)

This is due to zlog which uses a C library (glob.h) that requires 
Android API level 28.
