This is probably a side-effect of textframe menus being normal texts,
and not really a designed-in feature.

1. Open a textframe, e.g. with Edit.Open .
2. Move the cursor to the far left of the menu (try in the user track)
3. press MM (absolute positioning) or MM-MR (top) or MM-ML (bottom)
to scroll the menu text.

To set the caret in the menu text, click ML in the bottom half of the 
menu frame.  Press enter to break the line.  You can also enter other
commands or delete commands.
