You must be quoting Martin Ramsch,
"http://www.uni-passau.de/~ramsch/iso8859-1.html".

ETH Oberon / PC Native 05.01.2003 shows the "section sign" properly.
Better to upgrade the system than waste time patching a font!

In any case, "http://www.unicode.org/standard/where/" can also
help.  A short distance down the page _The Unicode Standard 4.0_ 
(Addison-Wesley Pub Co; ISBN 0-321-18578-1) is cited.
The code charts, perhaps all of the book, are on line as pdf files.  
Still, the book is fascinating to browse through and well worth 
finding in a library.
