[Oberon] Mail Recipient Syntax

The Mail.Tool in Oberon / PC Native 05.01.2003
states
	Recipient = { Comment } MailAdr .

A review of Mail.Recipient suggests that Mail 
must be recompiled with simpler = FALSE 
for the comment to be recognized.  Has anyone 
noticed a problem which might have motivated 
the distribution with simpler = TRUE.
