[Oberon] PNG Encoder codec

There is FreeImage.dll that handles many image types.
On Component Pascal Collections (http://www.zinnamturm.eu/) one can download
the interface to that dll (written in Component Pascal)
but I am sure you could adapt that to whatever version
of Oberon (or AOS) you need.
