[Oberon] Bug? procedure variable in procedure call parameter

I have the risc system in /home/jan/Oberon/risc, with all the zip files 
from Paul reefs site extracted. I have Scratch.mod in the system 
directory. But the risc machine does not 'see' the Mod file.

Where do I put Scratch.Mod in order to be able to compile it?
