[Oberon] error: MODULE keyword missing

In LinuxAos rev.5869, Build.Tool 
  Release.Build --path="../Test/" --build --zip --xml A2 ~
was executed.  These and more errors appeared.

A2: Check modules and imports... 0s done.
	Release.Tool at 19452	error: MODULE keyword missing in file TFLog.Mod, first token is 	
	Release.Tool at 19462	error: A2: Import TFLog not found in file WebHTTP.Mod
	Release.Tool at 19513	error: A2: Import TFLog not found in file WebHTTPClient.Mod
	...
	
TFLog.Mod compiles with no error.  No problem evident there.
Why does Release.Build complain?
