[Oberon] Oberon-specific Spartan-6 FPGA board

The Saanlima RISC FPGA Oberon development system I was referring to uses a
*Spartan-6* and has up to 2MB of SRAM. Project Oberon 2013 has *already*
been ported to it.

Currently it is a two-board system - a general purpose FPGA board with an
add-on board ('wing') for Oberon's keyboard, mouse and SRAM.

The proposal currently up for discussion is to suggest requirements for a
simpler single-board system.
