Usually <pdf to text> is usable.
But the bullets that miss you don't count; only the ones that hit you.
What do you do when some clown from a government-dept "publishes" a
vital  document: by dictating to the typist, who puts the 5 lines on
the department's <logo-ed> paper; which is then scanned and transmitted
as a graphical image, which would need the best OCR to extract the text,
- ..partially?

What's the point of pdftohtml?
Is font [size ..etc.] of pdf extractable and translated to html?
