It is the inside of a Compaq PS/2 mouse which I connected 
to a USB port via a cheap adapter.  Within seconds the Y axis 
diode heated enough to melt three of the spokes in the encoder 
wheel.  Risk of fire is imaginable.

Attempting to convert PS/2 to USB or USB to PS/2 isn't worth 
the trouble or risk.  Mice are available via eBay for a few 
dollars each, postage included.  Don't risk burning your house 
or apartment, or worse, to save a few dollars on a mouse.
