[Oberon] OP2 Oberon-07 Compiler

With the discussion Oberon-2 vs. Oberon-07, there comes into my mind 
that an Oberon-07 front end for OP2 compiler would be nice. I am 
currently only interested in back ends, but if anyone changes the front 
end to accept 07 syntax, I would change the back ends (ARM32, MIPS32, 
RISC-V, more likely to come) to support it.
