[Oberon] Oberon system building tools (including Oberon0.Mod)

Note that Experimental Oberon, available at www.github.com/andreaspirklbauer/Oberon-experimental,
now contains the *full* Oberon system building tools, as described in chapter 14 of the book Project Oberon 2013 Edition. In particular, it contains the Oberon-0 command interpreter (Oberon0.Mod)
The repository www.github.com/andreaspirklbauer/Oberon-building-tools contains some additional tools which (for now) have not been included in EO - such as a version of the (same) system building tools for *Original Oberon 2013*, as published on the web site www.inf.ethz.ch/personal/wirth, plus a few additional tools, including
1. the ability to include *entire* Oberon systems in a single boot file
2. the ability to enlarge the boot area of the local disk (to make an entire
Oberon image fit on the local disk)
3. the ability to send entire Oberon images across the serial link and
start them on the fly (similar to booting Linux off an USB stick)
These are, strictly speaking, not part of the building tools described in the official
Oberon book.
