[Oberon] Hyperlinks in an Oberon Text.

Hi,

Native.Tool in S3 begins,
"Package: [ System | Gadgets | Apps ..."
with the words "System", "Gadgets" & etc. being hyperlinks anchored 
further on in the document.  Hex shows this. 
"Package: [ System" 01H " | Gadgets" 02H " | Apps" 03H ...
So ASCII control characters are used--somehow.  I don't see how a link 
is anchored.

Unlikely that P. Mueller created Native.Tool with the Hex editor.   
The HyperLinks.Panel appears relevant.  If Native.Tool is * marked, a 
click of the Controls button in the HyperLinks.Panel makes the control 
characters visible as black ovals.  

Can HyperLinks.Panel create a link?  How?
