[Oberon] Intermediate scopes in Oberon-07

It is not. Project Oberon simply drove home the point
that one *can* build an OS with the language at
hand. That some features not currently in the
language (e.g. coroutines)  might be useful, or
even necessary, in other contexts is undisputed.
