[Oberon] Japanese 106 type keyboard layout file

[Kida Hiroya]

Dear, Sir.

I made a Japanese 106 keyboard layout file, so called KeyJP.BIN, 
generate program. This is my first Active Oberon program.

I added configuration string Keyboard=KeyJP.Bin then it works without 
troubles.
