[Oberon] Unicode and PCF Fonts in Oberon

I have put together a technote outlining Michael Schierl's modifications to
Fonts.Mod and the text subsystem of Oberon to display Unicode characters. I
modified his code to also be able to use some pcf (XWindows bitmap fonts)
directly.

These changes merely allow more characters than original Oberon system to
be displayed. Much more logic is required to implement full Unicode
functionality including right-to-left characters, combining characters, etc.

Thanks Michael for doing the hard parts.
