A small point of order: "public domain" is not at all the same thing
as "open source" or Free Software. Please don't muddle the two.

Public domain means anyone can do anything, including change it, not
share the changes, and sell the result.

Free Software means that they must share the source with their
modifications as well, which is a far more powerful idea.
