Definitely.

No Configuration.Mod in this Linux V4 1.7.02.

Given the spartan style of PO V5, configuration in compiled source is 
understandable.

ETH Oberon and V4 are more conventional workstation systems.  ETH 
Oberon has configuration in Oberon.Text.  So I question whether  V4 
was meant to be configured strictly from compiled source.  Possible 
but it seems rather odd and a difficulty for novices.
