The Oberon subsystem allows this under Autostart. 
<Setting name="Oberon subsystem" value="Oberon.Start Oberon 1240x844 0 20 ~"/>

Hypothetically this might start the clock,
<Setting name="Clock" value="WMClock.Open 1200 40 ~"/>
but the x y location is ignored.

Adding the location should be a small exercise.  In the process, learn 
how WindowManager works.
