A spin off from the precursoy Mail.CutLines rmaining in the module. 
I was motivated by a bug and a limitation in CutLines.

Mail.Wrap still doesn't handle non-character entities.  With that 
added Text.Wrap would be more appropriate than Mail.Wrap.

If you use Wrap and find a problem, please let me know.
