[SCION] Core SCION components now available as IETF Internet Draft

We thank all the contributors and reviewers that helped getting to these initial drafts. This marks a great milestone, and an important step to pave the way forward to future work at the IETF/IRTF. 

We will be attending the next IETF 118 in Prague, and at the PANRG meeting we are planning to have an extended SCION discussion. We will present the latest drafts, and discuss a way forward for the SCION work. Besides that, we are also planning to have a small hackathon project in Prague, we’ll be adding more information to the hackathon wiki <https://wiki.ietf.org/en/meeting/118/hackathon>. If you would like to get involved, or have any feedback on the draft, feel free to reach out to us.
