Make it as simple as possible but not simpler.

Module, nothing exported unless you say so, automatic 'header files' 
(symbol files), fast compiler, small disk  footprint,
stability (at least for BlackBox/Component Pascal), low cost ($0).

Algol based, which fits with my experience: Alogol60, SAIL (Stanford AI 
Language), MAINSAIL (Machine Independent SAIL).
50 years of experience with Algol type languages.
