[Oberon] important WinAos update

Thanks to a bug report by Vladimir Romanov I could identify the reason 
why recursive trap errors occured from time to time in WinAos, in 
particular when AosCommands.Runner ran into an exception (which happens 
for example, when a "program" invoked by a button or click in Bluebottle 
gets started and runs into a halt statement or any other exception).
This critical bug has finally been removed and therefore a new WinAos 
version is already now available for download from the net.

- debugged exception- and restart-handling in Win32.AosActive, could 
remove the recursive trap error that occurred from time to time, in 
particular when AosCommands.Runner ran in into an exception.
- bugfixes to PCC.SYScopy and PCO.PutByteAt
- compatibility Win32.AosClipboard.Mod adapted to WMTextViews (thanks TF!)
