My instructions are universal in the sense that the 
Oberon0.Dsk file can be written to a diskette or can 
support diskette emulation by a hypervisor.  What do 
you mean by "universal"?

Access to any particular storage medium requires a 
device driver.  As long as new forms of storage are 
developed, new device drivers will be needed.  No 
protocol for universal access to storage exists yet.

NO has a driver for UHCI.
