[Oberon] RISC5 Oberon now on Spartan 7

We have now successfully implemented the Astrobe Embedded Project Oberon
system on Digilent's forthcoming Arty S7 development board. The board uses
the new Xilinx XC7S50 Spartan-7 FPGA device.
