[Oberon] Real-time Clock Support for RISC5 FPGA Oberon

We have now added real-time time and date support for RISC5 FPGA Project
Oberon systems by connecting them to a Maxim DS3234 RTC chip via the SPI
interface. This device includes a battery backup system and keeps time with
an accuracy of +/- 2 minutes per year.
The RTC feature enables automatic timestamping for Project Oberon files, and
allows the implementation of remote datalogging applications and any other
applications that rely on accurate timekeeping.
