I don't have a canonical answer, but a few general points:

* Android uses a 3D compositor called SurfaceFlinger, rather than
direct framebuffer access

* Android is not a windowing OS and as a general rule one app should
never be able to overlap part of another. Some enhancements support
tiling of 2 apps but that is all.

* The Notifications pull-down is the "official" way of requesting attention
