[Oberon] Module aliases - what is the correct way to handle them

I accept that module aliases may be useful in some cases. I have now created a proof-of-concept implementation of ORB11 which removes the final restriction (=import order restriction) as well => now re-imports can come before explicit imports, so M3 now compiles as well. Comments welcome:
