Yes - you are right. Now when I look more closely under the heading 'Board
design files' I can see there are only copyrighted schematic and upper /
lower board layouts provided. Gerber files (or their equivalent) are not
included.

Indeed. That would be the way to go. He was very co-operative when I asked
him about the possibility of organising that. However, that was more than a
year ago so he'd need to be asked again by anybody who was thinking of going
down that route. What I didn't find out was what constitutes 'enough
demand',
