[Oberon] [Ubuntu 22.04, CPC, BBCB] back down to 20.04

For a moment I thought, I can't work with a 2 track system, then I
laughed. I produced an entire dissertation using Oberon and Kepler.
I have been working with the master branch on Ubuntu for some time, and so
this is very familiar. I particularly like the 3 directory approach. Lost
in time, I had put that into my private version of BB way back in perhaps
2004.
