I think this might be a throwback from when Windows was based on VFAT[1] 
(storing long filenames simultaneously as several old DOS 8.3 format 
directory entries as well) which was designed around basically wanting 
to preserve the final extension only.

So I think people might have been "scared" of including too many dots in 
case VFAT did (even more) bizarre things.

And also a lot of filename parsing routines which originated in the DOS 
days basically assumed one dot.
