It's the other way round. The Lola compiler translates Lola-2 to Verilog. Oberon is not in the loop besides that the original Lola-2 compiler was written by Prof. Wirth in Oberon.
So to re-use your sentence: a person with zero knowledge of the Oberon language or systems could use LolaCreator to edit Lola-2 HDL code and translate it to Verilog or directly feed the Yosys/Symbiflow toolchain.
