[Oberon] Announcement: Astrobe for Cortex-M0

We have now completed the development of Astrobe for Cortex-M0. We have
rewritten the Astrobe Oberon-07 compiler's code generator so that it can
now also be used to target ARM Cortex-M0 microcontrollers as well as
Cortex-M3, M4 and M7:
"The Arm® Cortex®-M0 is the smallest Arm® processor available, with a very
small silicon area, low gate count, low power and minimal code footprint.
Suitable for analog and mixed signal devices, it allows microcontroller
suppliers to offer 32-bit performance at 16- and 8-bit price points. It is
ideal for highly embedded applications."
